Yes, in my opinion. Tongue high means it is lifting up. If you lose traction on the TV's back wheels, you lose control of the trailer.

Tongue down is preferable, but not to the point where it presses the back of the tv down, and the front of the tv up. That's when you lose steering (generally bad) and of course most of your braking comes from the TV front wheels.

Thanks GW, our CL has the faux wood cover over the aluminum flooring.. came standard with the XL pkg.
