Are you talking about the blue tank and the hand pump?
If so, it takes a lot of effort for those to prime and actually move water. You may also want to cap off the CW side of the line while not in use b/c I've had it break the suction before. Otherwise its a simplistic system, connect the Tank Water line to the feed from the tank and then start pumping the lever.

In my opinion you should use powerful [a href="http://www.aapowersales.com/Honda-Water-Pumps-s/1820.htm"]honda water pump[/a]. Only it will help you in this. The honda water pumps are very powerful so you'll not get any kind of problem with that.
